Comment

Specially designed neural maps MSOM, proposed by Janusz Morajda in his habilitation dissertation, are AI tools based to certain extent on Kohonen SOM neural networks. They can be applied to data analysis and data mining tasks, especially in prediction and evaluation problems concerning economic data. These tools enable also visual data analysis (on the surface of the map) with a separate consideration of a dependent variable projected on the vertical axis of the map.

Yildiz Technical University (YTU) is one of the seven public universities situated in İstanbul besides being the 3rd oldest university of Turkey with its history dating back to 1911. It is regarded as one of the best universities in the country, as well. YTU is generally known with its engineering faculties. I am asistant professor in Industrial Engineering Dept. in Mechanical Faculty.

My main research interests is decision-making under uncertainty with incomplete data. My main courses are on mathematical optimization.  I have published many papers in SCI index journals on the subject of decision making under uncertainty. I have an unpublished (waiting for publication) paper which investigates the uncertainty in human reasoning on judgment and decision-making and was the advisor of the a graduate thesis called A new algorithm for dealing with inconsistency in decision making problems. Recently, I am working on the interaction between machine learning and decision making. I am looking for the project on how to extract a course of action by the use of analytics for decision making under uncertainty and incomplete data.

In last few years Quantum Machine Learning attracts a lot of attention from the Quantum information community due to mutual benefits of machine learning and quantum information from their interpenetration (see arXiv:1611.09347 v1 [quant-ph]). Our group was involved in the research aimed at solving complex optimisation problems (like 3SAT). We followed the approach proposed in [PHYSICAL REVIEW A 88, 063853 (2013)], whch is based on so-called "quantum Ising machine". The latter can be considered as an alternative to "quantum annealing", which is the basis of D-Wave quantum computing machine used by Quantum Artificial Intelligence lab of Google https://plus.google.com/+QuantumAILab . We would like to pursue this research direction with applications in machine learning, therefore, we are seeking collaboration with the research groups working in this field.

Riga Technical University Distance Education Study Centre (RTU DESC) founded in 1997, is a structural unit of Riga Technical University. RTU DESC is participating in both national and international research programmes. The centre has initiated and leads a doctoral programme “E-Learning Technology and Management”.  DESC has designed and running number of e-learning/blended learning courses for university students, teacher training, adults. DESC has designed and implemented the new multi-screen eLearning concept and technology eBig3 (see www.eBig3.eu). The eBig3 received BOLDIC-2013 Award for best innovation in e-learning in Scandinavia and Baltic 2013. Centre team has participated in twelve FP5/FP6/FP7/H2020 projects. Abstract
